Sources & Notes

All sources used to create the figures are listed below. Figures include inflation (averaged) using the Office for National Statistics (ONS) Composite Price Index (CPI) for 2016 - 2017. Figures are provided in good faith and for general reference purposes only.

¹ = As stated, figures are rounded where required. For example, the actual cost per second is £0.8322905859969559. Figures provided in the Key Facts section are rounded accordingly. Full data available upon request.

* = MP salary changes took place on the 1st April 2017. Although expenses and allowances figures are based on April 2016 - April 2017, we have used this salary change date as a baseline.

Notes & Caveats

Calculations made using expenses (actual figures), not allowances, for the 2016-2017 financial year. The following must be considered when verifying the data:

  • 52 weeks per year, rather than 52.14.
  • 365 days per year, rather than 365.24
  • Salary data from 1st April 2017, Expenses data from April 2016-April 2017 and, therefore, are approximations of the current figure.
  • Figures include Child Assistance costs (£31,997).
  • Figures include 6% pension contribution.
  • Figures exclude Committee Chair bonus pay (listed in sources).
  • One MSP is is currently under a Dual Mandate as both an MSP and Councillor for Midstocket/Rosemount. This has been included.
  • Figures include the following Expenses: Staffing, Office, Travel, Accommodation, Miscellaneous, and other delcared expenses.
  • Figures include both Disability and Security Provisions.
  • Figures exclude subsidised catering costs.
  • Figures exclude Winding Up Allowance due to lack of available data.
  • Figures may not sum to totals due to rounding.

In Addition

The sources used list specific information to consider:

Salary, pension and national insurance contributions of Members’ employees in 2016-17 was £12,107,575 (2015-16: £9,541,464). This included winding up costs for Members’ staff of £1,666,776 in 2015-16 (2015-16: £193,544). Please note that a listing of all expenditure by member under the capped Staff Cost Provision Scheme is published for 2016-17. This does not include costs such as ERNIC, pensions or winding up costs which are met by the SPCB as part of the Members’ Expenses Scheme rather than allocated out to individual members.

Additional central costs met by the MSP Expenses Scheme not allocated out to individual Members for Local Office Security Improvements and other security arrangements, centrally organised training and an outplacement service was £60,172 in 2016-17.
